Fixed missing content in the Norwegian Peppol invoice failure notifications

Fixed a display issue in Norwegian email notifications where error messages for invoice delivery failures contained malformed HTML paragraph tags. The fix ensures that error messages in failure notification emails are properly formatted and display correctly in email clients.

This specifically affected Norwegian users receiving notifications about Peppol network delivery failures containing:

Fakturaen feilet ved konvertering til EHF-formatet

The error messages (for example validation errors) will now render properly.
